In their great wisdom, His Royal Majesty Ferenç Petrus Vasa degli Asdurgi, King of the Kingdom of the Two Sicilies and Count of Mignano, and Kapsi de Cilli, King of Celje, want to write this Non-Belligerent Treaty between their countries to ensure a lasting peace and prosperity for both their lands, to ensure security for their borders and seas and to strengthen ties between their kingdoms, in hopes that relations between the contracting parties are based on friendship and cooperation.

Article I - About Recognisement -

a) The Kingdom of the Two Sicilies recognises to have no legitimate sovereignty to claim on the Kingdom of Celje
b) The Kingdom of Celje recognises to have no legitimate sovereignty to claim on the Kingdom of the Two Sicilies

Articvle II - About Territories -

a) The Kingdom of the Two Sicilies recognises the integrity and the unity of the Kingdom of Celje and, in name of Its Land, undertakes to respect and grant for the safeguard of the same, two, above mentioned integrity and unity.

b) The Kingdom of Celje recognises the integrity and the unity of the Kingdom of The Two Sicilies and, in name of Its Land, undertakes to respect and grant for the safeguard of the same, two, above mentioned integrity and unity.

Article III - About Border Lines -

a) The Kingdom of the Two Sicilies undertakes to respect , in times of peace, the border lines of the Kingdom of Celje.
b) The Kingdom of Celje undertakes to respect, in times of peace, the border lines of the Kingdom of the Two Sicilies

Article IV - About Non-aggression -

a) The High Contractors take on the commitment to not setting out on aggressive actions against one other, neither in earth nor in the sea.
So, the Royal Highnesses and Their Councillors engage themselves to don't enter in the Counterpart's territories with an army without authorization.

b) The Subscribers will not be charged with responsibility in case of disorders committed by illegitimate armies originating from one Kingdom or from the Other One. In such a case they shall join forces to face in fight the traitors.

c) The Kingdom of the Two Sicilies and the Kingdom of Celje, Their Councillors and Citizens, devote Themselves to avoid, hinder and vigorously discourage disorders in the territories of the Counterpart by whatever means (uprisings, revolts a.s.)

Article V - About Economy -

a) Economy Ministers of each country engage themselves to cooperate and to exchange information about their Kingdom if necessary, provided they do not reveal information that could endanger the security and political stability, economic and social development of their country.

b) When it's possible, the Kingdom of the Two Sicilies and the Kingdom of Celje engage themselves to promote commerce between Their Country.
In case of goods transport by ship, each State engage itself to allow the docking of counterpart's ship in its ports.
Authorities have to get disembarkation request by the ship 12 days before the arrive to the port, ship's captain have to communicate in the application form the following information:

- Crew and passengers
- Reason for travel
- Length of stay and date of departure
- Need for on-site repair

Only after to dock permission passengers can get off the ship.

c) The Kingdom of the Two Sicilies and the Kingdom of Celje engage themselves to do not destabilize the economy of both of Countries and to punish who causes similar problems.

Article VI - About Modifying the Treaty -

If mutually agreed, this Treaty is liable to be re-written, integrally or partially. If both Contractors agree, articles, clauses and term can be processed and modified. In state of disagreement, the validity of this Treaty is granted as long as a re-negotiation is successfully concluded.

Article VII - About Breaking the Treaty -

a) The High Contracting Parties and their Successors take in charge the obligation to respect the Articles of the present Treaty.

b) The Treaty can be cancelled in mutual consent by the two subscribing Parties or for the obligations set by the Articles or/and the Clauses of this Treaty not having been fulfilled. In case of non-fulfillment, the injured Counterpart, may opt for not declaring the Treaty void and send to the Co-Contractor an official script within 4 (four) banking days showing the desire to confirm the validity of the Treaty .

c) Should one of the two High Contractors declare war or set upon with hostilities or invade an ally of the Counterpart, the present Treaty is to be considered void.

d) The Contractor who wished to terminate the present Treaty is expected to ensure the delivery of an official declaration at the Co-Contractor's Diplomatic Headquarters. The last is given 7 (seven) banking days to take note of it. In absence of an official reply, the Treaty is to be considered cancelled once the temporal terms have expired. The High Contracting Parties agree to publish a script officialising the bilateral contract has been repealed.

e) The present Treaty may not be broken in times of hostilities. Acts pretending the Treaty void in case of war declared by third parties are to be considered acts of high treason encouraging persecution by retaliation.

Article VIII - About the Entry into Force of the Treaty -

In all respects the Treaty will enter into force for both contracting Kingdoms at the date of deposit of its mutual subscription.

Present treaty is written in two versions, one in italian and one in english. The two versions have got the same value and effect.

Nella loro grande saggezza Ferenç Petrus Vasa degli Asdurgi, Sovrano del Regno delle Due Sicilie, Conte di Mignano e Kapsi de Cilli, Sovrano di Celje, desiderano mettere per iscritto il presente patto di non belligeranza, per assicurare una pace duratura ai rispettivi popoli, per garantire la sicurezza delle frontiere e dei mari, per rafforzare i legami tra le proprie terre, con la speranza che le relazioni tra le parti contraenti siano basate sull'amicizia e la collaborazione.

Articolo I - del riconoscimento -

a) Il Regno delle Due Sicilie riconosce di non avere alcuna legittima sovranità sul Regno d'Albania.
b) Il Regno di Celje riconosce di non avere alcuna legittima sovranità sul Regno delle Due Sicilie.

Articolo II - dei territori -

a) Il Regno delle Due Sicilie riconosce l'integrità e l'unità del Regno di Celje e s'impegna a nome delle propria terra a rispettare e garantire la salvaguardia delle suddette integrità e unità.
b) Il Regno di Celje riconosce l'integrità e l'unità del Regno delle Due Sicilie e s’impegna a nome della propria terra a rispettare e garantire la salvaguardia delle suddette integrità e unità.

Articolo III - delle frontiere -

a) Il Regno delle Due Sicilie si impegna a rispettare in tempo di pace le frontiere del Regno di Celje.
b) Il Regno di Celje si impegna, in tempo di pace, a rispettare le frontiere del Regno delle Due Sicilie.

Articolo IV - della non aggressione -

a) Il Regno delle Due Sicilie e il Regno di Celje s’impegnano a non intraprendere l'una contro l'altra alcuna azione militare, sia in terra che in mare.
Di conseguenza le Altezze Reali, con i rispettivi consiglieri s'impegnano a non far entrare sul territorio della controparte le proprie armate, salvo un'esplicita autorizzazione dello stato ospitante.

b) Le due parti non saranno ritenute come responsabili di potenziali disordini commessi da armate non legittime venute dall'uno o dall'altro Regno. In questo caso, uniranno le loro forze per combattere i traditori.

c) Il Regno delle Due Sicilie e il Regno di Celje, con i loro rispettivi consiglieri e cittadini s'impegnano a non creare, sostenere o incoraggiare disordini sul territorio della controparte con qualunque mezzo (sommosse, istigazioni al caos, etc).

Articolo V - del commercio –

a) I ministri economici dei rispettivi stati si impegnano a collaborare e se necessario a scambiarsi informazioni, a patto che non rivelino dati che possano mettere in pericolo la sicurezza e la stabilità politica, economica e sociale del proprio paese.

b) Qualora la situazione politico-economica lo permetta, il Regno delle Due Sicilie e il Regno di Celje, si impegnano a favorire i commerci fra le controparti.
I nomi dei mercanti debbono essere comunicati con un preavviso di 3 giorni dall'ingresso nei rispettivi territori in modo da far avere loro tutti i salvacondotti necessari per muoversi liberamente in ogni città dei due firmatari. I Prefetti possono, in caso di pericoli interni, negare tali permessi senza dover dare nessuna spiegazione in merito.
In Caso di trasporto delle merci via nave le parti contraenti si impegnano a favorire l'attracco nei porti di destinazione, riducendo, se presenti, le tasse portuali del 20%.
Eventuali arrotondamenti saranno calcolati per difetto.
Le autorità competenti devono ricevere la richiesta di sbarco entro 12 ore dall'arrivo al porto, rispettando il seguente modulo:

- equipaggio e passeggeri imbarcati;
- motivo del viaggio (mercanteggiare, visitare ecc);
- periodo previsto di permanenza in porto - data prevista di partenza;
- necessità di eventuali riparazioni in cantiere.

Solo dopo aver ricevuto il permesso d'attracco i capitani delle navi di entrambe le controparti potranno procedere allo sbarco.

c) Le Parti contraenti, si impegnano a non condurre destabilizzazione economica l'una verso l'altra, ed a punire gli autori se provenienti dai propri territori o le persone che agiscono sul loro territorio.

Articolo III - della modifica del trattato -

Per mutuo consenso, la riscrittura del trattato può essere effettuata nella sua integrità o parzialmente.
In caso di accordo, si procede al cambiamento dei termini o delle clausole. In caso di disaccordo, il trattato in corso rimane in vigore fino a nuovi negoziati.

Articolo IV - rottura del trattato -

a) I Firmatari e i loro successori si impegnano a rispettare gli articoli di questo trattato.

b) Il trattato può esser annullato o per mutuo consenso delle due parti firmatarie o per inadempimento degli articoli o clausole presenti nel Trattato. In caso di inadempimento, la controparte danneggiata potrà decidere di non rendere nullo il trattato inviando all'altro contraente un lettera ufficiale entro 4 ( quattro ) giorni, che indichi la sua volontà a confermare valido il trattato in questione .

c) Nel caso in cui uno dei contraenti, dichiari guerra, attacchi o invada uno stato alleato della controparte, il presente trattato sarà considerato nullo.

d) Il contraente che desidera porre fine al presente trattato deve far pervenire una lettera ufficiale di denunzia presso la sede diplomatica dell'altro contraente. Quest'ultimo dispone di 4 ( quattro ) giorni lavorativi per prenderne atto. Senza risposta ufficiale che lo accenna, il presente contratto è considerato annullato passati questi termini. Le parti contraenti si impegnano a pubblicare in modo ufficiale una lettera che precisa l'abrogazione del contratto.

e) Il presente trattato non potrà essere rotto in tempo di guerra, ogni annullamento del trattato in situazione di guerra dichiarata da parte di terzi è un atto di tradimento e autorizzerà ad eseguire delle rappresaglie.

Articolo V - dell'entrata in vigore del trattato -

Il presente trattato entra in vigore, senza limitazione di tempo, al momento della firma di tutti i dignitari, che impegnano al rispetto del medesimo, le loro terre ed i loro popoli.
