Mutual Recognition Between Kingdom of the Two Sicilies and Galloway County
I, Lady Alanna_kyles, Chancellor of Galloway Embassy, on behalf of the County of Galloway, recognize:
- the Kingdom of the Two Sicilies as an independent and sovereign State, and for this reason it will exercise independently the legislative, executive and judicial power;
- the Parliament of the Kingdom of the Two Sicilies, which is made up by counsellors, that are elected in Kingdom's provinces;
- the King, the Foreign Minister and all the other State's departments, legally recognized by the Parliament.
We ,Elisabetta Maria D'Oria Borbone detta Lady_carey , Queen of the Two Sicilies and Lady Alanna_kyles, Chancellor of Galloway Embassy, recognize that the Kingdom of the Two Sicilies and the County of Galloway are united by a bond of friendship, respect and cooperation, in the hope that the relations between these two countries will last forever.
After this recognition another treaty on the Ambassadors and the legal cooperation will follow.

Treaty for Mutual Cooperation and Security between the Kingdom of the Two Sicilies and the County of Galloway
In their great wisdom Elisabetta Maria D’oria Borbone Count of Cicolano and Albe, Queen of the Two Sicilies and Lady Alanna_kyles, Chancellor of Galloway Embassy, asked to write this Judicial Cooperation Treaty binding the peoples of the Kingdom of the Two Sicilies and the County of Galloway, with the purpose to establish and maintain a lasting friendship.
Article I - The Principle of Cooperation
Everyone who has committed an offence or a crime against the Law and Rules applicable to the territory of either Contractor shall, upon request of one of the last, be seized and hold under the authority of Law. Once in legal custody, a mutual agreement will support the decision to extradite the offender or to take him/her to Courts in the territory the offender was arrested in.
Article II - Applying the Applicant's right
The agreement provides for a full and active cooperation between prosecutors and the Courts of both countries so for the accused to receive the same pronouncement he/she would have received if he/she had not escaped the justice of the Applicant's Contractor (in whose territory the offense occurred ), since the final terms will be spelled by a judicial delegation of the Contractor who hold the request (called applicant).
Article III – Trial Procedures
The Applicant's attorney formulates the formal accusation making sure to evidence the Laws or/and the habits supporting the Acts. The same forwards them to his counterpart’s Prosecutor evidencing the formal relevancies available against the accused.
The prosecuting Court is to be delivered with all details on the trial.
The prosecuting Court will prepare the decision, will strain to foreground the Laws or habits of the applicant on which the prosecution is based and will forward it to his colleague for advice. The sovereignty of the pronouncement is ensured to the latter's, who is called to motivate the pronouncement with the help of the Law and habits of the applicant.
Article IV – Arrest Procedures for crimes of brigandism
Each State is free to proceed to the capture of the brigands according to its Legislation in respect of the Self-Determination Principle expressed by the State Sovereignty of each Contractor.
Article V – About Prefectural Chief-Officers’ Cooperation and the Ways of Justice
The actors in the Prefecture, in Justice and high contracting parties (Chief-Officers, Captains, Sergeants, Courts, Clerks, Prosecutors) are committed to cooperate actively so that the Laws of both Countries can be met, which includes:
- to sharing information on individuals or groups of individuals identified as potentially hazardous. Procedure: by issuing an alert evidencing all disorders that suspects might cause on a Contractor’s territory.
- to enforcing justice when an offence or crime has been committed and the accused is on the territory of either Contracting. The procedure involves the issuance of a notice of search, which is an application designed to carry out an investigation, arrest, indictment and trial of the defendant.
Article VI – Issuing the Formal Request
The Formal Request must be issued by an official of the Contractor and formulated like it follows:

Article VII - Terms of Courts
The process shall not last more than three weeks between the charge and the delivery of the verdict. If the deadline has passed, the provisions of this Treaty shall be void.
Article VIII –Attached Provisions
Attached Provisions, in particular those concerning the defendant’s rights, will be discussed by Courts, Prosecutors and Prefects of the Contractors. The Contractors’ Clerks shall store trial records.
Article IX – About Defaults by Non observance of the Treaty
In peacetime as in war, any breach of this Treaty or Cancellation thereof inconsistent with the Article below, may open an offset -right for the damaged Contractor.
Article X – Treaty Withdrawal Procedures
The Contractor who wishes to terminate this Treaty will come to an official letter of withdrawal to the other. The latter has four days to take note. If no official feedback follows this agreement is deemed void past these terms. The Contracting Parties undertake to publish an official letter specifying the repeal of the contract.
Article XI - Amendment to the Treaty
By mutual consent, this Treaty may be rewritten, partially or entirely.
Article XII - Effectiveness of the Treaty
a) After ratification by the Contractors, this Treaty shall gain in effectiveness for an unlimited period of time, undertaking both Lands and their peoples.
b) Present treaty is written in two versions, one in Italian and one in English. The two versions have got the same value and effect.

Trattato di cooperazione giudiziaria tra il Regno delle Due Sicilie e Contea di Galloway
Nella loro grande saggezza, Elisabetta Maria D’oria Borbone,Contessa di Albe e del Cicolano, Regina delle Due Sicilie e Lady Alanna_kyles Cancelliere della contea di Galloway, hanno chiesto di mettere per iscritto il presente trattato di cooperazione giudiziaria che vincoli i popoli del regno delle Due Sicilie e della Contea di Galloway, con l'intento di instaurare e preservare una duratura amicizia.
Articolo I - del principio di cooperazione
Ogni individuo che abbia commesso un'offesa o un crimine nei confronti della legge e delle regole vigenti nel territorio di uno dei due contraenti dovrà, su domanda, essere ricercato e preso dopodichè, con decisione fatta di comune accordo, estradato oppure messo a giudizio dalle autorità giudiziarie sul territorio del quale l'individuo sia stato arrestato (detta autorità giudiziaria richiedente).
Articolo II - dell'applicazione del diritto del ricorrente
Il comune accordo prevede una piena e fattiva cooperazione tra procuratori e giudici dei due paesi in modo che l'accusato riceva lo stesso giudizio che avrebbe ricevuto nel caso non fosse fuggito alla giustizia del contraente ricorrente (sul territorio del quale ha avuto luogo l'infrazione), essendo il giudizio svolto per e da delegazione del contraente che ha emesso la richiesta (chiamato richiedente).
Articolo III - della procedura di giudizio
Il procuratore del ricorrente redige l'atto d'accusa premurandosi di fare apparire le leggi o abitudini sui quali l'atto si basa. Lo trasmette al suo omologo insieme alle prove in suo possesso a carico dell'imputato.
Il giudice richiedente deve ricevere i dettagli del processo.
Il giudice richiedente redigerà la sentenza premurandosi di fare apparire le leggi o abitudini del ricorrente sui quali l'atto si basa. Le trasmetterà al suo omologo per un parere. quest'ultimo rimarrà sovrano della sua sentenza, e motiverà questa con l'aiuto della legge e delle abitudini del richiedente.
Articolo IV - della cooperazione dei Prefetti e dei corsi di giustizia
I membri della prefettura, della giustizia e delle delle alte parti contraenti (Prefetti, Capitani, Sergenti, Giudici, Cancellieri, Procuratori) si impegnano a collaborare attivamente affinché le leggi dei due paesi siano rispettate, in particolare:
- condividendo le loro informazioni sugli individui o gruppi di individui identificati come potenzialmente pericolosi. Informano così, emettendo un Avviso allerta, di tutti i disordini che potrebbero causare a un contraente sul suo territorio.
- Facendo rispettare la giustizia quando un'offesa o crimine sia stata commessa e l'accusato sia sul territorio di uno dei due contraenti. La procedura prevede l'emissione di un avviso di ricerca, che è una richiesta destinata a procedere all'indagine, all'arresto, alla messa sotto accusa ed al giudizio della persona accusata.

Articolo VI - dei termini di giudizio
Il processo non deve essere superiore a tre settimane tra l'accusa e la pronuncia del verdetto. Se il termine è passato, le disposizioni del presente Trattato verranno annullate.
Articolo VII - delle disposizioni allegate
Le modalità allegate, in particolare quelle relative ai diritti degli accusati saranno discusse dai Giudici, Procuratori e Prefetti dei contraenti. I Cancellieri dei contraenti procederanno all'archiviazione dei processi.
Articolo VIII - degli inadempimenti al trattato
In tempo di pace come in guerra, qualsiasi inadempimento al presente trattato o annullamento di quest'ultimo non conforme all'articolo qui di seguito può aprire il diritto ad una compensazione della parte danneggiata.
Articolo IX - della procedura di denunzia del trattato
Il contraente che desidera porre fine al presente trattato dovrà fare pervenire una lettera ufficiale di denunzia all'altro contraente. Quest'ultimo dispone di quattro giorni lavorativi per prendere atto. Senza risposta ufficiale che lo accenna, il presente contratto è considerato nullo passato questi termini. Le parti contraenti si impegnano a pubblicare in modo ufficiale una lettera che precisa l'abrogazione del contratto.
Articolo X - della modifica del trattato
Per consenso reciproco, la riscrittura del trattato può essere effettuata nella sua integrità o parzialmente.
Articolo XI - dell'entrata in vigore del trattato
Il presente trattato entra in vigore senza limitazione di tempo dopo la ratifica da parte dei contraenti, che impegna le loro terre ed i loro popoli.
Il presente trattato è scritto in due versioni, una in italiano e una in inglese. Le due versioni hanno lo stesso valore ed effetto.

Gli stati sovrani del Regno delle Due Sicilie e della contea di Galloway, dichiarano un legame di amicizia e di rispetto che promuove la comunità, la sicurezza e la prosperità. Essi rispetteranno gli articoli che seguono e prendono tutte le misure ragionevoli per mantenere un buon rapporto.
I. Armonia
1. Entrambe le parti promuoveranno lo scambio di cultura dove possibile.
2. Sarà garantito l'accesso alla ambasciata di ciascuno dei firmatari su richiesta della leadership dell'altra parte e ciascuno si impegnerà nel dialogo e prenderà il dovuto impegno per migliorare le relazioni e risolvere su richiesta i problemi.
II. Non-Aggressione
1. Nessuna delle parti parteciperà in azioni che potrebbero danneggiare l'altra parte, ad esempio con le forze armate o navali.
2. Gli eserciti sanzionati da entrambe le parti devono richiedere il permesso di entrare nel territorio dell'altro. Se un esercito sanzionato entra in territorio dell'altro senza permesso, la sanzione deve essere rimossa e l'esercito dichiarato canaglia.
III. Scambio di Informazioni
1. Entrambe le parti condivideranno le informazioni necessarie per mantenere la pace dei loro territori e dei mari circostanti, che possono includere l'identificazione degli eserciti canaglia o nemici, pirati o le navi che potrebbero essere affondate, le informazioni di pattuglia e le navi che sono state affondate.
2. Ciascuna parte può avere le proprie battaglie, nel suo territorio o in territori non relativi a questo trattato. A nessuna delle parti è richiesta l'assistenza in tali battaglie; tuttavia, la dichiarazione deve essere effettuata al fine di garantire la sicurezza dei civili e navi.

- Treaty between The Kingdom of the Two Sicilies and The County Galloway
The sovereign states of the Kingdom of the Two Sicilies and The County of Galloway, declare a bond of friendship and respect to promote community, security and prosperity. They will respect the articles below and take all reasonable action to maintain a good relationship.
I. Harmony
1. Both parties will promote exchanges of culture where possible.
2. Access to each signatory's embassy will be granted to the leadership of the other party upon request, and each will engage in dialogue and take due diligence to improve relations and resolve issues upon request.
II. Non-Aggression
1. Neither party will participate in action that will damage the other party, such as through armed or naval force.
2. Armies sanctioned by either party must request permission to enter the other's territory. If a sanctioned army enters the other's territory without permission, the sanction must be removed and the army declared rogue.
III. Information Sharing
1. Both parties will share information required to keep the peace of their territories and the surrounding seas, which may include identifying rogue or hostile armies, pirates or ships that may be sunk, patrol information and ships that have been sunk.
2. Either party may have its own battles, in its territory or in territories not related to this treaty. Neither party is required to assist in such battles; however, notification must be made to ensure the safety of civilians and ships.
